At 2:00 a.m. local time (6:00 a.m. GMT), the storm was about 60 miles west of Tampa and was slowly moving north with winds of 70 mph (115 km / h), the NHC said. Elsa became the first hurricane of the Atlantic season on Friday before weakening into a tropical storm. After leaving Cuba, it briefly regained the strength of a hurricane over the warm waters of the Gulf of Mexico, but was subsequently degraded again as it approached the Florida coast.
